The squared 10
hectare flooded area (see
Map 57 for its RURAL zoning & PRCZ zoning of adjoining Crown
seabed), was
recently dug out and
linked to Port Phillip by a channel cut across the seabed
and two rock groynes built on it, with no
Planning Permit
under the Planning & Environment
Act 1987
or consent under the Coastal
Management Act 1995. The flooded area was a low
wetland, but now looks intended as a boat
harbour. The freehold abuts the high water mark. A Crown Foreshore
Reserve should be created here. LEOPOLD
