Dear Mr Thwaites,

Concerns over Proposed Reconstruction of the Seaford Life Saving Club Building

Port Phillip Conservation Council Inc, a federation of 15 conservation organizations around Port Phillip, is concerned that reasonable limitations are applied in the proposed reconstruction of the Seaford Life Saving Club building to ensure that the replacement structure will not be unduly intrusive, or unnecessarily diminish the natural and landscape values of the Seaford Foreshore Reserve and its nearby beach.

At our May 2004 meeting, at which the President, and another representative of Friends of Seaford Foreshore Reserve Inc. were present, it was resolved that Port Phillip Conservation Council Inc. should write to Frankston City Council and to the Minister for Environment informing them that Port Phillip Conservation Council Inc. is not opposed to the proposed reconstruction of the Seaford Life Saving Club building provided that the new structure will:

  • be no larger in floor area, or site area, than the present structure,
  • be no higher than the existing Coast Banksia vegetation adjoining the Highway,
  • not have a wider elevation aspect from the sea than the present structure,
  • have the front of the building being no closer to the sea than the front of the primary dune system,
  • have walls and roof of an unobtrusive shape, colour and appearance, with functional but not unnecessarily obtrusive or excessive signage or lighting,
  • be prohibited from having sound emitted from it at a greater intensity than is allowed from the present structure,
  • not entail the provision of any more space for access by, or the parking of, vehicles than the present arrangement,
  • not result in any extra area of dune or indigenous vegetation being shaded, encroached upon or otherwise placed at risk by the proposal, and
  • have no provision for sale of food or drink beyond a non-commercial kiosk of the present scale in seating or floor area.

 

We trust that all of the above reasonable conditions will be applied, but if that is not intended, we would appreciate being informed of which of those suggested conditions your ministry would not support, please.
