Proposed Positioning and Construction of the "Marketing and Information Centre" at the Pier Forecourt, Frankston

Port Phillip Conservation Council Inc, a federation of 15 conservation organizations around Port Phillip, has resolved at its May 2004 meeting, at which a representative of the Frankston Beach Association Inc. was present, to write to Frankston City Council, and to the Minister for the Environment, informing them that Port Phillip Conservation Council Inc is opposed to the proposed positioning and construction of the recently renamed "Marketing and Information Centre" (including a board room and community room), and that it recommends it not be located at the Pier Forecourt.

Present Proposal Has Not Been Properly Approved Owing To Change in Name, Function and Size:
The proposed "Marketing and Information Centre" is no longer the "low key development" that was approved by the Kananook Creek Development EES 1998 (and Amendment L92). The insertion of the word "Marketing" in the title of the centre represents a substantial and retrograde change that has been allowed to escape the scrutiny of the original approval process. Insinuation of the significant changes made represents an unacceptable abuse of proper process, greatly reduces the credibility of that process, and represents a significant adverse impact on the narrow strip of foreshore involved.

The approximately 250 seat pizza restaurant, (approximately 600 square metres), and now an additional 200 square metres (approximately) for the "Marketing and Information Centre", is no longer low key!

PPCC Inc considers that it is an inappropriate overdevelopment of this site, that it pays no respect to the location, and that there is no justification for its positioning in front of the dunes on a precious narrow strip of foreshore.

We ask that our concerns above be considered. We would appreciate being informed of future plans, or changes to plans in this matter.
