President's Report to 1998 April General Meeting
 
The Committee has held its usual monthly meetings since the 1997 Annual General Meeting. It has benefited from the presence of its new member, Mrs Valarie Ross, of Beaumaris Conservation Society Inc, who is also one of the five Victorian councillors of the Australian Conservation Foundation Inc., as well as being the representative of PPCC Inc. as a Member Body of ACF. The Committee has also had present at one meeting Mr Stephen Calvert-Smith, as an Observer from Mordialloc-Beaumaris Conservation League Inc; and at another, at which the Victorian Coastal Strategy document was discussed, Mr Geoffrey Connard, an immediate past MLC for Higinbotham Province, who also when an MLC was Victorian Cabinet Secretary. 

A major project undertaken by the Committee has been the codification, presented in draft form to this meeting, of a number of Policy Statements proposed for adoption by the Council. PPCC Inc. has long had policies on many matters regarding Port Phillip, usually expressed in resolutions recorded in the minutes, or in correspondence adopted. The new approach of consolidating our policies in succinct PPCC Inc. Policy Statements to be adopted by a General Meeting is designed to enable easier access, retrieval and awareness of them as major clear guides to where PPCC Inc. stands on a range of important issues. It is intended to place the Policy Statements on the PPCC Inc. Web Site to assist in making the policy statements accessible to interested persons and groups. We have already noted that it is useful to give our Web site to a politician or public servant and tell them that information about us is available there. 

The Committee has written to the Planning and Roads Ministers and Bayside and Kingston Councils advocating that Beach Road not be reclassified as ‘RDZ1’ but that it be classified as a ‘Scenic Road’ instead. The Committee congratulated the Junior Vice-President, Mr Len Warfe, on the success of his campaigns against the proposed Rosebud marina and a proposed large rock groyne for Rye. Len has also acted for PPCC Inc. in advocating transportable temporary accommodation for a life saving club in his area rather than their rebuilding a fixed foreshore building. 

PPCC Inc. has received the Coast Action grant it applied for to conduct four pairs of flights in the next twelve months to obtain low level oblique photographic records concentrating on expected trouble spots around the Port Phillip coastline. The flights are planned for May, August, November and February. We are pleased that Rudie and Alison Kuiter, professional aerial photographers whose names were suggested by our immediate Past President, Alan Clark, have readily agreed to provide their time free of charge for this project. PPCC Inc. intends to seek a further such grant for 1999-2000. The Committee has written, consistently with the draft Policy Statement before this meeting, to both Frankston and Bayside Councils expressing views on proposed Bicycle Roads there.
