APPEAL AGAINST RYE GROYNE DISALLOWED
The appeal by the Port Phillip Conservation Council Inc. to the Victorian Civil and Administrative Tribunal against a decision of the Mornington Peninsula Shire Council in late 1998 to permit the construction of a rock wall groyne on the beach east of the Rye Jetty was disallowed in May 1999. Nevertheless the permit was varied by the imposition of a requirement that the result of the works be monitored. PPCC Inc. will be interested in studying the reports of that monitoring.
The Shire Council had a short while previously refused approval to a virtually identical proposal. The motivation for the proposal appeared to result from a major disadvantage of the rock abutment that has been built at the point where the Rye Jetty meets the shoreline, namely that it creates a dearth of sand on its eastern side, as can be seen clearly by the series of successive photographs 1C19 [03MAY1998], 2H17[30MAY1998], 3I5[23AUG1998], 4H20[14NOV1998] and 5I13[22NOV1998] described elsewhere on this Web site.
The proposal will simply create a further such problem somewhat to the east of that present abutment and its resulting problem.
