Bayside City Council Fax 9598 4474 Dear Mayor and Councillors, Proposed "Shared Path"on the Beach at Brighton - Middle Brighton Baths to Bay Street, Brighton Port Phillip Conservation Council Inc., a federation of 15 conservation organizations around Port Phillip, maintains its objection to the proposal to construct a bicycle road on the Brighton waterfront between Bay Street and the Middle Brighton Baths. This objection is consistent with PPCC Inc. Policy Statement No. 8 "Bicycle Roads around Port Phillip", and PPCC Inc. Policy Statement No. 9 "Parking and Access of Vehicles on Public Foreshore Land", which are accessible on our Web site above. Officers of our organization have seen the brochure Bayside City Council has distributed on this proposal, and have had discussions with officers of your Council on the proposal and their studies of alternative inland routes along streets. This and any other proposal for a waterfront vehicular road contravenes a long-standing principle adhered to by governments, and expected to be observed by authorities to which governments have delegated waterfront management, that non-water-related uses are not to be encouraged on waterfront areas. Adherence to that principle is one of the key means by which future generations will have preserved for them a waterfront to Port Phillip that is dedicated to water-related purposes, and has not been overlaid with a succession of inappropriate structures or developments that detract from that prime purpose.
